A compendium of programmes, good practices and other resources for promoting and sustaining the well-being of “younger” older people, with a specific reference to socially deprived and migrant groups in Europe. Published in 2012 by EuroHealthNet and BZgA.

Eurochild - Grandparents as carers

Eurochild conducted in 2012 an on-line survey on the contribution of grandparents to families across Europe. The study gives an overview of family policies with relevance to grandparents across EU countries and identifies key policies that recognise grandparent care and support, and which strengthen the extended families from children’s perspective. The report also profiles what Eurochild's members and partners are doing in relation to support grandparents, and gather some useful evidence on the services offered to them.

The Lancet - Exercise for depression in elderly residents of care homes: a cluster-randomised controlled trial

Depression is common and is associated with poor outcomes among elderly care-home residents. Exercise is a promising low-risk intervention for depression in this population. Duirng this study the hypothesis that a moderate intensity exercise programme would reduce the burden of depressive symptoms in residents of care homes was tested.

The findings indicated that the moderately intense exercise programme tested did not reduce depressive symptoms in residents of care homes. Therefore, in this frail population, alternative strategies to manage psychological symptoms are required.

Europeans of retirement age: chronic diseases and economic activity

 

DG SANCO published the 2012 report about the impact of chronic disease on the population of pre -(50+) and post -retirement age in the EU. This report was prepared by the Dutch National Institute for Public Health and the Environment (RIVM) and addresses the following topics:

  • The burden of chronic disease in the older population pre- and post-retirement ;
  • The impact of chronic disease on the exit from the labour market (including unemployment, disability and early retirement) ;
  • The impact of leaving the labour market on the burden of chronic disease;
  • Interventions to increase the social participation (including work participation) of people with a chronic disease.

DG CONNECT-eCare Benchmarking. Coping with an ageing population – Learning from good eHealth and tele-care practices

This final report is part of the study on “Coping with an ageing population – Learning from good eHealth and telecare practices” – the eCare Benchmarking study, commissioned by the European Commission, Directorate General Information Society and Media, Brussels. The eCare Benchmarking study has to be seen within the global trend towards population ageing. This unprecedented development has a number of socio-economic side effects which are beginning to exert an influence on the way long-term care is currently provided to older people in Europe and beyond.

 

The Lancet-Ageing in the European Union

At a time of austerity, concerns about the consequences of further population ageing for the economy and for health and welfare systems are now firmly on political agendas. Although societies need to respond to demographic realities, often concerns about the eff ect of ageing can be exaggerated, adding to the agendas of some governments to cut back welfare states.

In this Series paper, the susbstantiality of the implications of population ageing for health, long-term care, and welfare systems in the European Union (EU) as often stated is explored together with how European societies can prepare to cope with ageing populations.

 

House of Lords Committee report - Ready for Ageing?

The report from the House of Lords Committee on Public Service and Demographic Change warns that the Government and our society are woefully underprepared for ageing. The "Ready for Ageing?" report covers a broad range of policy areas, providing a comprehensive analysis of the potential impact of an ageing population on public services.

It concludes that the current British model of health and social care provision has failed to provide older people with adequate care and this situation will worsen in the future due to the upcoming increase of seniors with chronic health conditions. The report also explains how radical changes to health and social care are needed and the Committee calls on the Government to set out a vision and framework so health and social care services progressively change to become much better fitted to meet the needs of an ageing society.

World Café Europe report-The 50+ generation is willing to take an active role in discussions about decisions which affect their lives

The 50+ generation is willing to be actively involved in discussions about fostering active ageing and in the deliberation of policy decisions which affect their lives. This is the message expressed by many of the senior citizens, about 700, who took part in the European Voices for Active Ageing (EVAA) project conducted by World Café Europe in the framework of the European Year for Active Ageing and Solidarity between Generations 2012.

Through the use of the World Café process, this pan-European project has explored strategies to reduce barriers to engagement, tap into wisdom and foster leadership in adults.The participants in these dialogues have been empowered to explore the potential of their collective wisdom in order to effectively address a multitude of issues facing an increasingly ageing Europe today.

The results of the six Thematic Cafés organised by the non-profit organisation across six EU countries (Bilbao, Bonn, Prague, London, Bologna and Strasbourg) have now been presented in a 40-page report which gives detailed information on the standpoint of generations of older adults aged 50 to 95.

EPC - Creating Second Career Labour Markets-Towards more Employment Opportunities for Older Workers

There must be reforms at every level to achieve the multitude of benefits gained from active ageing in the workplace. This is the key element debated in the final report of the European Policy Centre (EPC)-Bertelsmann Stiftung project entitled “Creating Second Career Labour Markets - Towards more Employment Opportunities for Older Workers.”

Carried out in the framework of the European Year for Active Ageing and Solidarity between Generations 2012, the research project aims to stimulate debate on active ageing at work by identifying, analysing and comparing good practices among actors responsible at EU member-state level for creating job opportunities for older workers, including governments, social partners and companies.

By giving a detailed analysis of the many barriers that already exist to employment for older citizens, the authors of the final report give policy recommendations to advice on a positive transition forward. Their main arguments are based around the concentrated efforts required by all relevant stakeholders and the dismissal of the popular notion that it is a positive policy to push older workers out of labour to free up jobs for a younger generation.

IFA - The High Cost of Low Vision: The Evidence on Ageing and the Loss of Sight

A report released by the International Federation on Ageing (IFA) calls for increased public education and awareness programmes, improved public policies and greater integration of preventive eye health interventions into public health systems.

The report emphasizes that measures to prevent vision loss are cost-effective and calls for urgent attention in key areas:

  • Integrating visual screening and other preventive eye-health interventions into public health practices for adults of all ages;
  • Creating education and awareness programs that include vision-loss prevention, detection, and treatment regimens;
  • Reimbursing both treatments and preventive eye health interventions to ensure positive impact on system-wide costs and support for future innovation;
  • Developing and utilizing tele-health mechanisms to provide greater access to screening and treatment regardless of geographical location;
  • Advocating for vision loss to become widely recognized as a preventable health condition; and
  • Conducting more research on the outcomes and efficacy of preventive eye health.

European Commission publishes the brochure 'Active and Healthy Ageing - For you & with you'

“Active and Healthy Ageing - For you & with you” is a new brochure published by the European Commission to highlight the challenges and opportunities of today and tomorrow related to demographic ageing in Europe.

Prepared by the Directorate-General Communication Networks, Content & Technology, within the Digital Agenda for Europe strategy, the brochure presents a selection of EU-funded IT solutions developed to improve the health and quality of live of seniors.

The publication also calls society to be active & proactive towards change and innovation and support healthy ageing smart innovation with ICT technology.  “We are already on the right track by being aware of the ageing challenge and by realizing that change is needed. Technology helps only when we commit to using it”, it stresses.

Long Lasting Memories, Rosetta, CommonWell, CompanionAble, Dreaming and Wiisel are the solutions presented in the six-page document presented in January 2013.

The Council of the European Union adopts the Guiding Principles for Active Ageing and Solidarity between Generations

The Council of the European Union adopted on 6th December the Guiding Principles for Active Ageing and Solidarity between Generations, which should serve as a checklist for national authorities and other stakeholders on what needs to be done to promote active ageing beyond the European Year 2012.

Each of the 19 Guiding Principles, jointly agreed by the Social Protection and the Employment Committees, relate to one of the three dimensions of active ageing promoted during the European Year: employment, social participation and independent living.

The Gudining Principles, which are annexed to the Council declaration on the European Year 2012 (17468/12), are not prescriptive. It is a task of national governments, regions, cities, companies, trade unions, civil society organisations and others to make use of them according to their specific situation and challenges. “The legacy of the European Year 2012 needs to be preserved and further developed at European, national, regional and local level, along the lines outlined in the Guiding Principles forActive Ageing and Solidarity between Generations”, recommends the Council.

The European Council invited Member States to make healthy ageing across lifecycle one of their priorities, with a social and equity approach. The promotion of strategies aiming at combating risks factors, such as tobacco use, alcohol related harm, illicit drugs, unhealthy diet and lack of physical activity as well as environmental factors are essential.

Active Ageing and Quality of Life in Old Age

Societies have a responsibility to invest in conducive frameworks to allow individuals to live and age actively. Such investments can take place in the prevention and health care sectors, in education and labour markets. At the same time, citizens should be able to rely on a supportive infrastructure in case of real need and frailty.

The publication reflects the contribution of the United Nations Economic Commission for Europe to this debate and paves the way for further elaborations on the issue.

The Ambient Assisted Living Joint Programme Project Portfolio Brochure

Ambient Assisted Living (AAL) is a specific joint programme (2008-2013) led in conjunction with Member States, the European Commission and private industry. The results of this combined effort are the approximately 60 on-going projects and the hundreds of people at work, that are working together to contribute and to shape the future of ICT based solutions to support the active and healthy ageing of elderly people. The AAL Association has recently released a brochure which contains a number of projects implemented under the first three thematic calls:

  • “ICT based solutions for prevention and management of chronic conditions of elderly people”
  • “”ICT based solutions for advancement of social interaction of elderly people”
  • “Self- serve society”.

Overview of EU-funded running projects in the area of ICT for Ageing Well

The Commission has released a brochure of EU funded projects in the area of ICT for ageing well. The aim of this collection is to give incentive for further research and development in the field. Digital technologies may help the elderly to maintain their independence and to improve their living conditions. Between 2008 and 2013, the EU invested more than €1 billion in research and innovation for ageing well in the framework of the 7th Research Framework Programme, the Ambient Assisted Living Joint Programme and the ICT Policy Support Programme.

Louth County Age-Friendly Initiative

Louth, as a part of the WHO global age-friendly cities network, is the first Age-Friendly County in Ireland. The aim of the initiative is to increase the participation of older people in the social, economic and cultural life of the community,  to improve the health and well-being of older people in the county and to show how services and supports for older people can be made more responsive, caring, professional and accessible, through imaginative and cost-effective partnerships. As a part of this concept Louth county has also adopted the age-friendly business approach which aims doing business in a way that recognizes and addresses the market opportunity afforded by a society where more people are living healthier for longer. Social Europe Guide on Demography, Active Ageing and Pension

The Social Europe guide is a bi-annual publication covering specific areas of EU policy in the field of employment, social affairs and inclusion. It illustrates the key issues and challenges, explains policy actions and instruments at EU level and provides examples of best practices from Member States. It also presents views on the subject from the Council Presidency and the European Parliament. In the just released volume, the publication describes the EU's actions to promote active ageing, and explains EU policy efforts to ensure adequate, safe and sustainable pensions for the decades to come.

The EU Contribution to Active Ageing and Solidarity between Generations

The brochure "The EU Contribution to Active Ageing and Solidarity between Generations" is a comprehensive document setting out what the European Union is doing to encourage active ageing. The main tools to support active ageing are in the hands of policymakers in the Member States. However, the EU can mobilise a wide range of policy instruments to support national governments and other stakeholders in their efforts. Hence, the brochure covers existing measures at EU level, but also looks at others that are still being discussed, such as legislation in the pipeline and proposals for funding programmes in the new 2014-20 budget cycle. The overall aim is to inspire more determined efforts in all Member States to promote active ageing, thereby ensuring that solidarity between generations can withstand the test of population ageing. OECD - ROADMAP FOR THE GOOD DESIGN OF DEFINED CONTRIBUTION PENSION PLANS

In seeking to assist countries to strengthen retirement income adequacy in a defined contribution environment, the OECD Working Party on Private Pensions has identified elements of good design and public policy.

The 10 recommendations in the roadmap were approved and endorsed by the OECD Working Party on Private Pensions in June 2012:

  • Ensure the design of DC pension plans is internally coherent between the accumulation and payout phases and with the overall pension system.
     
  • Encourage people to enrol, to contribute and contribute for long periods.
     
  • Improve the design of incentives to save for retirement, particularly where participation and contributions to DC pension plans are voluntary.
     
  • Promote low-cost retirement savings instruments.  
     
  • Establish appropriate default investment strategies, while also providing choice between investment options with different risk profile and investment horizon.
     
  • Consider establishing default life-cycle investment strategies as a default option to protect people close to retirement against extreme negative outcomes.
     
  • For the payout phase, encourage annuitisation as a protection against longevity risk. 
     
  • Promote the supply of annuities and cost-efficient competition in the annuity market. 
     
  • Develop appropriate information and risk-hedging instruments to facilitate dealing with longevity risk.
  •  
  • Ensure effective communication and address financial illiteracy and lack of awareness.

European Centre for Disease Prevention and Control - A Rapid Evidence Review of Interventions for Improving Health Literacy

The promotion of health literacy is critical for active and informed participation in health and healthcare, and is identified as a key action to reduce health inequalities. This report presents the outcomes of a rapid review of the evidence on the effectiveness of interventions to improve health literacy, with a specific focus on communicable diseases and interventions for disadvantaged populations within the European context. The review identifies gaps in the research evidence concerning which interventions are most effective in improving health literacy, particularly with regard to communicable diseases and studies conducted in Europe. It highlights that further research is needed on the impact of health literacy interventions in the public health field, paying particular attention to evaluating communication about communicable diseases, and determining the most effective strategies for meeting the needs of population groups with low literacy levels, and those who are vulnerable, disadvantaged and hard to reach.

 

The German Federal Statistical Office/Eurostat - Active Ageing

The German Federal Statistical Office, in collaboration with Eurostat, has just published the brochure "Active ageing" as a contribution to the European Year 2012.The 10-page publication paints a picture of life beyond 65 on the basis of official European statistics and shows how life expectancy in the EU is ever increasing. People are not only living longer - a growing proportion is also able to maintain a fairly good level of health even at an advanced age. This brochure complements the report “Older People in Germany and the EU”, published by the Federal office in December 2011, which provides an in-depth portrait about how seniors live in Germany and across the EU, examining their family relationships, their presence on the job market and their social involvement.

The 2012 Ageing Report: Economic and budgetary projections for the EU27 Member States (2010-2060)

The European Commission has released “The 2012 Ageing Report: Economic and budgetary projections for the EU27 Member States (2010-2060)”, analysing the economic and budgetary impact of an ageing population over the long-term.  In 2010, the Economic and Financial Affairs Council (ECOFIN) gave the Economic Policy Committee (EPC) a mandate to update its common exercise of age-related expenditure projections by 2012 on the basis of a new population projection by Eurostat.  The long-term age-related expenditure projections provide an indication of the timing and scale of changes in economic developments that could result from an ageing population in a ‘no-policy change’ scenario. The projections show where (in which countries), when, and to what extent ageing pressures will accelerate as the baby-boom generation retires and average life span in the EU continues to increase.  Hence, the updated projections of age related expenditure and the associated sustainability assessments provide important insights on both the economic impact of ageing and the risks to the long-term sustainability of Member States’ public finances reflecting new economic environment, affected by a durable impact of the current crisis, and further reform effort by EU MS.
 
The report, presented to the ECOFIN council in May 2012, details the expenditure projections covering pensions, health care, long-term care, education and unemployment transfers for all Member States. A statistical annex gives a country-by-country overview of the main assumptions and results.  On the basis of current policies, age-related public expenditures (pensions, health-care and long-term care) are projected to increase by 4.1 percentage points to around to around 29% of GDP between 2010 and 2060. Public pension expenditure alone is projected to rise by 1.5 percentage points to nearly 13% of GDP by 2060. However, the report shows a large diversity across EU Member States, depending notably on progress with pension reforms.

How many more women than men are there among the total population and among the elderly? Is the share of women at risk of poverty or social exclusion higher than for men? How do employment rates for women and men differ by education level? Do women buy different goods and services over the internet than men?

Answers to these questions can be found in this News Release, published by Eurostat, the statistical office of the European Union, on the occasion of the International Women’s Day on 8 March 2012. The tables in this News Release only show a small part of the large amount of gender based data available at Eurostat. A dedicated section on the topic of gender equality is available on the Eurostat web site.

This factsheet of existing good practices was circulated as an accompanying document for the conference "Promotion of Mental Health and Well-being of Older People – Making it Happen” which was held in Madrid on 28th-29th June 2010.

The conference was co-organised by the European Commission’s Directorate General for Health and Consumers and the Ministry of Health and Social Affairs of Spain. It was an event under the European Pact for Mental Health and Well-being, with the support of the Presidency of Spain of the European Union.

Active Ageing and Solidarity Between Generations - A Statistical Portrait of the European Union 2012

The European Union’s population structure is changing and becoming progressively older – at the beginning of 2010, there were 87 million people aged 65 and over in the EU, more than 17 % of the total population.

In response to demographic challenges being faced within Europe, the European Union designated 2012 as the European Year for Active Ageing and Solidarity between Generations. The overall objective of the European Year is to facilitate the creation of an active ageing culture in Europe based on a society for all ages.

As Europeans live longer and healthier lives, governments are looking for ways to involve older persons more in society and to keep them active. Eurostat is marking the European Year by publishing this book which contains statistics on topics such as demography, healthcare, pensions, volunteering and adult learning.

This Demographic Report aims to provide the latest facts and figures that are needed for an informed debate on social policy issues. It is a joint undertaking between the EC Directorate General for ‘Employment, social affairs and inclusion’ and Eurostat. It consists of two parts, a short annex on migration in the recession and a country annex.

Part I looks at historical and recent trends in fertility, life expectancy and migration - the three drivers of population change. It includes a review of population structure by age and family composition.

Part II explores an increasingly important phenomenon: the increasing number of European citizens who seek opportunities across national borders for study, work, life experience and inspiration, resulting in different forms of international connectedness across national borders.

Ageing Report (2009) - Economic and budgetary projections for the EU-27 Member States (2008-2060)

This publication details long-term economic and budgetary projections aimed at assessing the impact of Europe’s ageing population. It aims to enhance comparability of data across countries and the economic basis for the underlying assumptions.

It is structured in two parts. The first describes the assumptions underlying the population projection, the labour force projection and the other macro-economic assumptions. The second part presents the projection of expenditure on pensions, health care, long-term care, education and unemployment transfers. A statistical annex gives a country-by-country overview of the main assumptions and results.

This brochure, produced jointly by AGE Platform and the Committee of the Regions, aims to provide useful information on the instruments developed by the European Union that can be used by local actors to promote active ageing and greater solidarity between generations.

U.S. Census Bureau/World HealthOrganization - Shades of Gray: A Cross-Country Study of Health and Wellbeing of the Older Populations in SAGE Countries, 2007-2010

Although considerable attention has been paid to the aging of populations around the world, the vast majority of this attention and related research has focused on higher-income countries.This report has examined the health and health care utilization of the population aged 50 and older in the six countries—China, Ghana, India, Mexico, Russia, and South Africa. By virtue of the sheer size of the older population in these six countries and their share of the world’s total older population, their health status is certain to have a remarkable impact on the world’s overall disease burden and health care.

This report provided a summary of the health status and access to health care by older populations in six middle- and low-income countries, thereby filling crucial gaps in health information and measurement techniques in response to aging populations. These results contribute to increasing and ongoing efforts to better understand the dynamics of aging through cross-national and multidisciplinary research. As the future pace of population aging will likely exceed the rapid speed that has taken place thus far, preparations for an aging population need to advance now in these six countries, as well as in most middle- and low-income countries, to avoid the costs and penalties from waiting to respond.

Eurochild - Grandparents as carers

Eurochild conducted in 2012 an on-line survey on the contribution of grandparents to families across Europe. The study gives an overview of family policies with relevance to grandparents across EU countries and identifies key policies that recognise grandparent care and support, and which strengthen the extended families from children’s perspective. The report also profiles what Eurochild's members and partners are doing in relation to support grandparents, and gather some useful evidence on the services offered to them.

IFA - The High Cost of Low Vision: The Evidence on Ageing and the Loss of Sight

A report released by the International Federation on Ageing (IFA) calls for increased public education and awareness programmes, improved public policies and greater integration of preventive eye health interventions into public health systems.

The report emphasizes that measures to prevent vision loss are cost-effective and calls for urgent attention in key areas:

  • Integrating visual screening and other preventive eye-health interventions into public health practices for adults of all ages;
  • Creating education and awareness programs that include vision-loss prevention, detection, and treatment regimens;
  • Reimbursing both treatments and preventive eye health interventions to ensure positive impact on system-wide costs and support for future innovation;
  • Developing and utilizing tele-health mechanisms to provide greater access to screening and treatment regardless of geographical location;
  • Advocating for vision loss to become widely recognized as a preventable health condition; and
  • Conducting more research on the outcomes and efficacy of preventive eye health.

Ageing in the Twenty-First Century - A Celebration and A Challenge

The joint publication of UNFPA, the United Nations Population Fund, and HelpAge International, a global network, represents the collaboration of over 20 United Nations entities and major international organizations working in the field of ageing, reviews policies and action taken by governments and other stakeholders since the Second World Assembly on Ageing in 2002. It also provides good practices, projects and programmes addressing the challenge of an ageing population.

Active Senior Citizens for Europe: A Guide to the EU

This brochure, published in November 2012, provides a broad and comprehensive overview of all EU actions and their legal context in the field of active and healthy ageing. The aim of the publication is to help older citizens to understand how the European Union functions, how decisions are made, and thereby enable them to get better involved and influence the European policy making process.

The guide consists of three main chapters. The first chapter describes the political context and legal framework in which decisions are taken whilst the third one presents the EU institutions and the decision making process within them. The second chapter elaborates on EU initiatives currently being implemented.

NHS Health Scotland "Older, wiser, healthier - Planning for a healthy old age"

NHS Scotland published the summer edition of it magazine, aiming at informing about the actions undertaken in 2012. It focuses its edition on a "long and healthy future" where it explains how it helps developing a healthy ageing improvement plan for Scotland.

The Demography Report 2010: Older, more numerous and diverse Europeans, produced jointly by Eurostat and the European Commission, describes a Europe which has passed the 500 million population mark, with growth fuelled mainly by migration rather than fertility, and a population that is becoming progressively older and more diverse.

This briefing, produced by EuroHealthNet, presents a summary of the key trends and messages, with special emphasis on issues relating to health and the social determinants of health. Following the basic structure of the original report, this Summary Briefing provides a synopsis of key messages and a selection of graphs concerning fertility, mortality, ageing, migration, families, and the early effects of the economic crisis. These are supplemented by graphs produced using Eurostat data showing Healthy Life Years in relation to life expectancy and minimum pension ages. The briefing ends with policy recommendations based on this demographic data.

World Café Europe report-The 50+ generation is willing to take an active role in discussions about decisions which affect their lives

The 50+ generation is willing to be actively involved in discussions about fostering active ageing and in the deliberation of policy decisions which affect their lives. This is the message expressed by many of the senior citizens, about 700, who took part in the European Voices for Active Ageing (EVAA) project conducted by World Café Europe in the framework of the European Year for Active Ageing and Solidarity between Generations 2012.

Through the use of the World Café process, this pan-European project has explored strategies to reduce barriers to engagement, tap into wisdom and foster leadership in adults.The participants in these dialogues have been empowered to explore the potential of their collective wisdom in order to effectively address a multitude of issues facing an increasingly ageing Europe today.

The results of the six Thematic Cafés organised by the non-profit organisation across six EU countries (Bilbao, Bonn, Prague, London, Bologna and Strasbourg) have now been presented in a 40-page report which gives detailed information on the standpoint of generations of older adults aged 50 to 95.

EPC - Creating Second Career Labour Markets-Towards more Employment Opportunities for Older Workers

There must be reforms at every level to achieve the multitude of benefits gained from active ageing in the workplace. This is the key element debated in the final report of the European Policy Centre (EPC)-Bertelsmann Stiftung project entitled “Creating Second Career Labour Markets - Towards more Employment Opportunities for Older Workers.”

Carried out in the framework of the European Year for Active Ageing and Solidarity between Generations 2012, the research project aims to stimulate debate on active ageing at work by identifying, analysing and comparing good practices among actors responsible at EU member-state level for creating job opportunities for older workers, including governments, social partners and companies.

By giving a detailed analysis of the many barriers that already exist to employment for older citizens, the authors of the final report give policy recommendations to advice on a positive transition forward. Their main arguments are based around the concentrated efforts required by all relevant stakeholders and the dismissal of the popular notion that it is a positive policy to push older workers out of labour to free up jobs for a younger generation.

UN Policy Brief on Active Ageing

The United Nations Economic Commission for Europe published a policy brief on active ageing. The document explains the concept of active ageing and puts it in the context of labour market and participation, social inclusion and health. The paper also provides recommendations in each category on how to create a political and legal framework in which older person can take responsibility for their own quality of life and well-being.

Demographic change poses enormous societal and economic challenges for Europe. As a consequence the proportion of working-age people is expected to decline dramatically and age-related expenditure on health care and pensions to increase substantially.

In this Policy Brief Annika Ahtonen stresses that closing our eyes will not make the demographic challenge disappear; nor will it transform overstretched public budgets into sustainable sources of funding for ageing societies. Family carers are non-professional persons who provide primary assistance with activities in daily life, either in part or in whole, towards a dependent person in their immediate circle. In most Member States, the lack of a network of close-to-home services often leaves family members with no other option but to provide informal care for close relatives who have a disability or serious illness and/or one or more care needs from growing old.

This care provision, which, often impinges on their family, personal and working lives, can be very difficult for many family carers. The lack of appropriate support and recognition of social security/employment rights means that these family carers may accumulate physical and mental stress that will badly damage their quality of life and well-being as they themselves get older.

Activating Senior Potential in Ageing Europe

The ageing of society and the workforce is one of the dominant developments in modern European societies. This development faces society with the challenge how to use the senior potential, both inside and outside the labour market.

This project aims for an ambitious, exhaustive examination of the forces and mechanisms behind employers’, civil society organisations’ and governments’ behaviour and resulting societal arrangements. To that end, it will use large-scale surveys for the analyses of employers’ behaviour, and desk research and interviews to map government behaviour.

The objective of MULTILINKS is to investigate how changing social contexts, from macro-societal to micro-interpersonal, affect social integration, well-being and intergenerational solidarity across different European nations. Ageing Workforce towards an Active Retirement (AWARE)

Co-funded Ambient Assisted Living Joint Programme, the AWARE project (2010-2013) is developing a network hosted on a telematic platform for older workers and retired people. Social network services (chatting, blogging, etc) will be complemented by specific services oriented to the needs of older workers and active retired people. It seeks to meet the structural needs of the ageing workforce, including modules on: adapting the workplace to older workers; sharing knowledge and expertise, including through remote short-term contracts for older or retired people; and ICT training for older workers.

Senior European Volunteers Exchange Network (SEVEN)

SEVEN's member organisations include NGOs, local governments, universities and research centres with at least 5 years' experience in the co-ordination and management of senior volunteer programs.
